69. Notwithstanding section 65, the fee payable for registration and inspection by sampling is $28 for:
(1)  each vessel or boiler not subject to compulsory individual inspection under section 5.2.2 of the Boiler, Pressure Vessel, and Pressure Piping Code (CSA B51-M1991);
(2)  each boiler part or vessel part made outside Québec.
